The Amendment Process

The amendment process in Wyoming takes eight steps.  Currently The Freedom of Choice in Healthcare Act is sitting at the third step of the process.  We need Wyoming citizens to urge the chairmen of the House and Senate Labor, Health and Social Service committees to refer the amendment to the House or Senate for a vote.

 

The eight steps of the amendment process are:

 

  1. The amendment gets sponsored as a bill.
  2. The bill is presented to the appropriate House or Senate committee.  Both committees can hear the bill if it is jointly sponsored by a member of the House and a member of the Senate..
  3. The committee chairman decides if the committee should hear the bill and schedules a hearing.
4. The committee hears the reasoning for the bill and votes to approve it for the entire House or Senate to hear.
  5. The bill is brought to the appropriate body for debate and a vote.
  6. If the bill passes by a two-thirds majority it is presented to the other legislative body for debate and a vote.
  7. If the vote passes a vote by a two-thirds majority in the second body, then the amendment is added to the ballot in the next state-wide election.
  8. In the next general election If more than 50% of the voters in that election approve of the amendment, the Wyoming Constitution is amended.
